New! Controversial Christian Prison Program Loses Public Funding

The state of Iowa is cutting off funding to a Christian prison program that was found last year to violate the
Constitution. The state's move eliminates the last chunk of government funds going to the InnerChange
Freedom Initiative, a Bible-based pre-release program operated by Prison Fellowship Ministries in six
states. Kansas and Minnesota had also contributed public funds to InnerChange prison programs, but cut
off their financial support last year after the court ruling against the Iowa program. The program has
operated entirely on private donations in Texas, Arkansas and Missouri, and hopes to continue operating in
Iowa that way.

The elimination of public funds to InnerChange is not enough to alleviate the concerns of Americans
United for Separation of Church and State about the program's constitutionality. Americans United is the
Washington, D.C.-based watchdog group that brought the lawsuit against the InnerChange program in Iowa
four years ago. The Roundtable's legal experts concur that the program may still raise legal questions, even
if it operates entirely with private funds.

based prison programs throughout the country. The Bush administration has strongly supported such
programs, as a key focus of its Faith-Based and Community Initiative, an effort to encourage religious
charities and other nonprofits to provide social services. In articles, feature interviews and legal analyses,

New! Presidential Hopefuls Discuss the Value of Faith

In a groundbreaking forum focused on religion and politics, three Democratic presidential candidates last
night discussed their personal faith and how it guides their positions on policy. Senators Hillary Clinton
(N.Y.) and Barack Obama (Ill.) and former Senator John Edwards (N.C.), the three frontrunners in a
crowded race for 2008, each spoke separately about the strength of faith during difficult personal trials and
its importance in global matters such as war and poverty. The forum, televised before a national audience
on CNN, was hosted by Sojourners, a liberal evangelical group based in Washington and led by Jim Wallis,
and co-sponsored by Catholics in Alliance for the Common Good, Eastern University, the ONE Campaign,
and Oxfam America.

New! Congress Raises Minimum Wage, Moves to Hike Spending on
Health and Education

Congress has passed two major bills for spending and budget planning that raise the federal minimum wage
and call for increased funding for education and health care – issues that some religious leaders had rallied
behind for years, before Democrats took control of Congress in 2007.

Congress handed a major victory to low-income workers on May 24 by approving the first increase in the
federal minimum wage in a decade. While religious leaders supported the wage hike, they responded with
mixed reactions to the provision, which was attached to a $120 billion supplemental war funding bill and
$4.84 billion in tax breaks for businesses. A week before passing the supplemental spending bill, Congress
also approved a final budget blueprint that calls for spending $2.9 trillion in fiscal year 2008, which begins
Oct. 1. The House Appropriations Committee announced that it plans to approve allocations that would
boost spending on domestic programs such as education, health, veterans' services and housing, and
provide less money than the President requested for non-war defense activities.

Weekly Digest of Federal Grants with Faith-Based and Community
Organization Eligibility

The grant opportunities this week for community and faith-based organizations are through programs
administered by the U.S. Departments of Health and Human Services, Justice, Labor, and the U.S. Agency
for International Development.

Potential applicants should be aware that some grant programs require specific technical expertise, or
experience with particular foreign countries.
