New! White House Promotes Incentives for Nonprofit Community Development

In an effort to encourage low-income community development by nonprofit organizations, the White
House Office of Faith-Based and Community Initiatives on May 29 released a guide listing federal
financial incentives for economic development activities. The guide was presented at a White House
meeting that highlighted efforts to bring together three forces – government, business and nonprofit
organizations – to stimulate economic development in low-income or struggling communities. The
meeting also highlighted an April 4 report prepared for the U.S. Department of Labor by Social Policy
Research Associates on the work of faith-based and community organizations with businesses. The author
of that report said there is a strong match between business needs and the missions of faith-based and
community organizations.

New! An Interview with Rev. Dr. Fred Lucas of the Faith Center for
Community Development

Rev. Dr. Fred Lucas is the founding President and Chief Executive Officer of the Faith Center For
Community Development Inc., a Manhattan-based nonprofit organization with a $1.5 million annual
budget that provides training, technical assistance, and funding for church-based community development.
Headquartered on Wall Street, the Faith Center also assists financial institutions and socially concerned
investors in accessing opportunities in underserved neighborhoods, through collaborations with
community-focused religious institutions.

Rev. Dr. Lucas has 25 years of pastoral experience at four churches. During those years, he launched a long
list of community and economic development projects and programs, including a development corporation,
federal credit union, housing for first-time homeowners, senior citizens center, elementary school, early
education and after-school tutorial centers, youth employment program, and food distribution, homeless
and prison ministries. Rev. Dr. Lucas has served on a number of religious and clergy task forces and
advisory boards, including those created by President George W. Bush, former Presidents George H.W.
Bush and Bill Clinton, former New York Gov. Mario Cuomo, former New York City Mayors Ed Koch and
David Dinkins, the United Way, Fannie Mae, and JP Morgan Chase Bank.

Weekly Digest of Federal Grants with Faith-Based and Community
Organization Eligibility

The grant opportunities this week for community and faith-based organizations are through programs
administered by the U.S. Department of Health and Human Services, the U.S. Department of Justice, and
the U.S. Agency for International Development.

Potential applicants should be aware that some grant programs require specific technical expertise, or
experience with particular foreign countries.
