New! States Enlist Faith and Community Nonprofits to Serve
Returning Soldiers

Soldiers go to war only after months and even years of intense training. But they often return to face
myriad problems for which they find themselves unprepared. Many are addicted to alcohol or a drug
they used to escape the intense stress of war. Some suffer from traumatic brain injuries or post-traumatic
stress disorder. Others look forward to a return to “normal” life, only to find that their family’s finances have
unraveled in their absence.

Several states are bringing together government agencies, religious institutions and community-based
nonprofits to address the needs of returning soldiers and help them – to use the government’s language --
“reintegrate” into life back in the United States. Among states attempting to address this need
comprehensively through such public-private partnerships are Minnesota, Maryland, West Virginia and
Arizona. Other states, too, have launched efforts to address some aspect of life than can be difficult for a
returning soldier – healing a marriage that has suffered from prolonged separation, for instance.

The grant opportunities this week for community and faith-based organizations are through programs
administered by the U.S. Department of Health and Human Services, and the U.S. Agency for
International Development.

Potential applicants should be aware that some grant programs require specific technical expertise, or
experience in particular foreign countries.
