New! Addiction Treatment Vouchers Still Valid, but States Plan
for Expiration

The Access to Recovery substance abuse treatment program, which was at risk of elimination in last year's
federal budget, is back in full swing this year with another $96 million in available grants. But officials in
at least a few states that received money in the last three years under the pilot program are realizing that
federal funding may not last long and are replacing it with state funds. Access to Recovery, or ATR, allows
low-income alcoholics and addicts to use vouchers to pay for treatment from either religious or secular providers.

New! Once-Flourishing Faith-Based Nonprofit Now Failing, Under
State's Scrutiny

We Care America, a six-year-old nonprofit that initially prospered as a winner of government contracts to
assist faith-based and community groups, is "struggling" to stay alive, with just one employee hanging on
in its Washington, D.C. office, according to its acting board chairman. The organization's viability came
into question in early March, after Ohio's new governor, Ted Strickland, ordered an investigation and audit
of the previous administration's Office of Faith-Based and Community Initiatives and its $2.14 million
contract with We Care America. The nonprofit organization was paid to administer a program providing
grants to small faith-based and community organizations that were interested in providing social services.
Its funding came from the state's allocation of federal welfare dollars.

Organization Eligibility

The grant opportunities this week for community and faith-based organizations are through
programs administered by the U.S. Departments of Education, Justice, and Health
and Human Services.

Potential applicants should be aware that some grant programs may require specific
technical expertise.
