New! Association Disputes Exclusion of Religious Charities from
Iowa Giving Program

A new lawsuit in Iowa challenges the exclusion of religious charities from the list of organizations eligible
to receive donations through a charitable giving program for state employees. Mounting its fourth legal
challenge against a state employee donation program, the Association of Faith-Based Organizations (AFBO)
filed the suit in U.S. District Court for the Southern District of Iowa on March 19, questioning the legality of charity
requirements for the Iowa One Gift Program. The program allows state employees to make charitable contributions
through payroll deductions. The AFBO, a national coalition of religious charities represented by the faith-based
Alliance Defense Fund and Christian Legal Society, takes issue with two requirements of the state employee
donation program that it says discriminate against religious organizations: Eligible charities may not prefer
members of their own faith when making employment decisions. And they may not engage in religious activities,
“including activities aimed at promoting the adoption or defeat of any one or more religious viewpoints.”

A spokesman for the state’s Department of Administrative Services, which oversees the Iowa One Gift Program,
said state officials met Tuesday (March 25) to consider their options in responding to the lawsuit. The lawsuit
came as a surprise, he said, because the department has never denied the application of a charity requesting to
be on the list of eligible Iowa One Gift Program recipients.

New! An Interview with Dr. Shaukat Ashai of the Muslim Community
Center Medical Clinic

Dr. Shaukat Ashai is executive director of the Muslim Community Center Medical Clinic in Silver Spring,
Maryland. The clinic, located in the basement of a mosque, provides free or low-cost services to uninsured
people. While patients of all backgrounds are accepted, the majority are Muslims, many of them immigrants
or undocumented workers. The clinic’s major source of income is from Montgomery County, Maryland.

A retired ob-gyn, Dr. Ashai hails from the Pakistani-controlled region of Kashmir. He completed his medical
residency at Johns Hopkins Hospital in Baltimore. He previously headed the Columbia Medical Plan, an
early health maintenance organization based in the Baltimore suburb of Columbia that has since been divided
into several medical practices.

Weekly Digest of Federal Grants with Faith-Based and Community
Organization Eligibility

The grant opportunities this week for community and faith-based organizations are through programs
administered by U.S. Department of Health and Human Services and the U.S. Agency for International Development.

Potential applicants should be aware that some grant programs may require specific technical expertise, or
experience with particular foreign countries.
