New! Voters Could Shift the Balance Between Government and Religion

The outcome of today’s mid-term elections - which could reverse a Republican majority in the U.S. House
of Representatives since 1995 - will determine the direction of religious agendas that have become a
centerpiece of legislative debate and controversy since President George W. Bush took office five years
ago. Hanging in the balance of an extremely close election is the future of government’s relationship with
religion. Observers say the line between church and state could veer in either vastly polarized direction
depending on which party is in control, both at the national and state levels.

Conservative Republicans have warned voters that cherished "moral imperatives" for society are in
jeopardy if Democrats win a ruling majority in either the U.S. House or the Senate. Those issues include
opposition to abortion, stem cell research and same-sex marriage, as well as support for public display of
the Ten Commandments and President George W. Bush’s initiative to partner government with religious
organizations. Likewise, Democrats warn that continued Republican control of Congress will mean further
emphasis on those "narrow issues" rather than what they claim to be the larger concerns of poverty,
political corruption and scandals, environment, racial equality and the war in Iraq. And they predict the
future of the Bush Administration’s Faith-Based and Community Initiative - the effort to encourage
religious charities to partner with government in providing social services - is not endangered under
Democratic control.

New! Key Races to Determine Future of Faith-Based Legislation

The results of some pivotal House and Senate races could either threaten the return or elevate the status of
some of the vanguards of faith-based legislation over the next few years. Among the key Senate races are
those between Republican Rick Santorum and Democrat Bob Casey in Pennsylvania, and between
Republican Harold Ford and Democrat Bob Corker of Tennessee for the seat vacated by former Majority
Leader Bill Frist. In the House, Congressman James Clyburn, chairman of the House Democratic Faith
Working Group, stands a chance at claiming the position of majority whip if his party gains control.

New! Faith-Based Group Sues Third State Charitable Program

A coalition of religious charities has targeted its third state -- Michigan -- in a lawsuit over a charitable
giving program that lets state workers make donations through payroll deductions. The charities say they
have been illegally excluded from the list of organizations that receive workers’ contributions, in violation
of their constitutional rights. The Association of Faith-Based Organizations (AFBO), represented by the
Alliance Defense Fund and Christian Legal Society, filed the lawsuit Nov. 3. The action comes on the
heels of AFBO’s achieving completion in two similar lawsuits, waged against charitable giving programs
for state workers in Florida and Wisconsin.

New! Roundtable Event: Full Agenda Announced for Dec. 5 Conference
in Washington, D.C.

The Roundtable's 2006 conference -- Partnering with Faith: Assessing Government Alliances with
Religious Groups in Key Service Areas -- will be held December 5, 2006 at the National Press Club,
529 14th Street, NW, Washington, DC.

We will hear from Jay Hein, the newly appointed Director of the White House Office of Faith-Based
and Community Initiatives, on the status of the federal effort and plans for its progress during the
Bush Administration's final two years. We'll have expert analysis from the Roundtable's legal
research directors on developments in the law concerning the relationship between church and state.
And we'll hear from expert panelists in four areas identified as particularly suitable for government
partnerships with religious charities: abstinence education, substance abuse treatment, job training
and employment services, and supplemental educational services.

Event: "Challenges Facing Young African-American Men, Their Families, and Their
Communities: The Role of Policy, Culture, and Faith"

An afternoon conference focusing on some of the challenges facing young African-American men, their
families and communities will be held in Washington, D.C. on Nov. 17. It is hosted by The Urban Institute,
the National Campaign to Prevent Teen Pregnancy, and the Religion, Public Policy, and Political Change
Consultation of the American Academy of Religion. The conference will consist of two panels:

  • "The Costs of Neighborhood Exclusion and Isolation," moderated by Clarence Page of the Chicago
    Tribune and featuring Margery Austin Turner of The Urban Institute, Darryl Trimiew of Medgar
    Evers College, and Joe Pettit of Morgan State University.
  • "Improving Work and Family Prospects for Young African American Men," moderated by E.J.
    Dionne of the Washington Post and featuring Bill Galston of The Brookings Institution, Ronald
    Mincy of Columbia University, and Joseph Jones of the Center for Fathers, Families and
    Workforce Development.

The conference will be held from 1:00 p.m. - 4:30 p.m. Nov. 17 at the Washington, D.C. Convention

Weekly Digest of Federal Grants with Faith-Based and Community
Organization Eligibility

The grant opportunities this week for community and faith-based organizations are through
programs administered by the U.S. Department of Health and Human Services, the U.S. Department
of Housing and Urban Development, and the U.S. Department of Justice.

Potential applicants should be aware that some grant programs may require specific
technical expertise.
