New! Nonprofits, Serving People on Precipice, Await Financial Cliffhanger’s End

Four months ago, Catholic Charities USA released a sobering report that was unsettling for many in the
nonprofit world – a survey of its 54 local agencies showed dramatic increases in the number of working
and middle-class families seeking basic needs such as food, housing, prescriptions and utilities amid
“tough economic times.” That was before the nation’s financial bottom fell out – before the stock market
plummeted, before the federal government rescued the nation’s two failing giant mortgage institutions,
before major financial companies and banks crashed, and before the federal government passed a $700
billion bailout package to buy financial institutions’ troubled assets. Though there’s currently no data to
show what change has occurred in the last four months, many religious and secular service providers are
circumspect, nervous and uncertain about what will happen next as the economy continues to show further
signs of worsening. Meanwhile, some groups are seeing increased demand from the needy, shrinking
investment portfolios and the beginnings, or at least hints, of declines in donations.

New! Report: State and Local Spending on Nonprofits’ Services
Heads Downward

Even as nonprofit leaders watch the national economy with trepidation, a recent report on state spending
on social welfare programs provides further reason for a grim outlook. State and local government spending
on social welfare programs that are often provided by faith-based and community nonprofits could decline
in the next several years to levels not seen since the mid-1990s, according to a recent report from the Nelson
 A. Rockefeller Institute of Government. The report, “The New Retrenchment: Social Welfare Spending, 1977-
2006,” found that state and local government spending on social welfare programs dropped between 2005 and
2006, the first such yearly decline in 23 years, after adjusting for inflation and the number of people living in
poverty. That finding and others “suggest that the United States recently entered a new phase of declining fiscal
resources for state and local social welfare programs outside of medical assistance,” states the report, released
Sept. 15. Further, according to study authors Thomas Gais and Lucy Dadayan, while medical assistance under
programs like Medicaid may increase in coming years, the current economic slowdown could lead to further
reductions in state and local government support for other social services. But unlike a decade ago, when
support for welfare reform was high and government spending shifted from cash assistance to funding for services
that promoted work, the current downturn may signal an overall reduction in government support for non-health
programs targeted at the needy.

administered by the U.S. Department of Health and Human Services, and by the U.S. Agency for
International Development.
