New! Bush Promotes Faith-Based Initiatives in Final State of
the Union Address

President George W. Bush in his final State of the Union address Monday night lauded the work of faith-
based organizations with government’s help and made several proposals for continued support of faith-
based programs during the last year of his Administration.

His address - which called for more school vouchers for private and religious schools, permanent laws to
allow religious charities to retain their autonomy when partnering with government to provide services, and
increased funding for fighting HIV/AIDS - came the night before he appeared at the Baltimore, Md.-based
Jericho Program, a religious provider of services to ex-offenders leaving prison, to commemorate the seventh
anniversary of the creation of his White House Office of Faith-Based and Community Initiatives.

New! Familiar Battle Renewed in Debate over Faith-Based Initiative

An old battle line is being re-drawn in the fight over the extent to which faith-based groups should be allowed
to exhibit their religious character when providing services with public dollars.

In his final State of the Union speech Monday (Jan. 28), President George W. Bush called on Congress
"to permanently extend Charitable Choice" - provisions in a number of federal laws intended to allow faith-
based organizations to provide services with tax dollars, without giving up their religious character. The
Charitable Choice provisions have been a source of controversy since their initial implementation in the
Personal Responsibility and Work Opportunities Reconciliation Act of 1996, sometimes called the welfare
reform act. Unable to win support from Congress to expand the provisions throughout the federal government’s
agencies, President Bush acted through administrative orders to do so. Congress has refused to allow their
full implementation in a number of programs, however - notably Head Start early education and the Workforce
Investment Act, a major government job-training program.

In just the last week, in fact, with the act authorizing the agency charged with the prevention and treatment
of substance abuse and mental illness due to come up for renewal before Congress, two very different
coalitions claiming to represent the rights of religious organizations found themselves in a familiar dispute
over whether the Charitable Choice provisions of that law should remain.

New! Feds Distribute Vouchers to Add More Faith-Based Mentoring Programs

Programs that mentor children of prisoners will increasingly be paid by federal vouchers that permit
recipients to choose services from faith-based or other organizations, including intensively religious
groups, according to the Bush Administration. The new mentoring vouchers, funded at $5 million for
the first year, will be administered by MENTOR, a national nonprofit resource organization founded in
1990 that will certify organizations eligible to receive the vouchers. MENTOR will also work with mentoring
organizations to identify children in need of mentors and establish a national call center to provide families
and caregivers with information about the vouchers. The call center will help families and caregivers choose
a mentoring program best suited to the needs of the mentored youth and their families.

An Interview with Rev. Dr. W. Wilson Goode, Sr. on the Amachi mentoring program

Rev. Dr. W. Wilson Goode Sr. is senior advisor on faith-based initiatives for Public/Private Ventures,
where he directs the Amachi Program, a faith-based national mentoring model for children of incarcerated
parents that he helped to found. Named for an African word meaning, "Who knows but what God has brought
us through this child," Amachi took the concept of mentoring honed by the secular Big Brothers Big Sisters
and focused on recruiting volunteers from congregations. The original program, started in Philadelphia, has
since been replicated around the country.

A Baptist pastor and former mayor of Philadelphia, Dr. Goode was himself the child of an incarcerated parent,
whose own minister encouraged him to go to college in spite of others’ advice. Dr. Goode has since served as
a leader in the military, government, religious and civic organizations. He currently serves on a number of boards,
including Eastern University. He is Chair of four other boards: The Free Library of Philadelphia, The Cornerstone
Christian Academy, Self, Inc. and The Philadelphia Leadership Foundation. He is Vice-Chair of the Council
of Leadership Foundations.

Weekly Digest of Federal Grants with Faith-Based and Community
Organization Eligibility

The grant opportunities this week for community and faith-based organizations are through programs
administered by the U.S. Departments of Agriculture, Health and Human Services, Justice, Labor, and
the U.S. Agency for International Development.

Potential applicants should be aware that some grant programs require specific technical expertise, or
experience in particular foreign countries.
